SIDEWALK IMPROVEMENTS

The Town of Sumner, Tallahatchie County, Mississippi, will receive bids for the Sidewalk Improvements Project, for a total project length of     0.095 miles  , LPA Project No. STP-0249-00(009) LPA / 107372-701000 no later than    10:00  , A.M., Local Time, on Tuesday, April 30, 2019  at the Sumner Town Hall, 507 Walnut Street, MS 38957. All bids so received will be publicly opened and read aloud.
The work shall consist essentially of the following items: Sidewalk Improvements.
The above general outline of features of the work does not in any way limit the responsibility of the Contractor to perform all work and furnish all plant, labor, equipment and materials required by the specifications and the drawings referred to therein. 
The attention of bidders is directed to the Contract Provisions governing selection and employment of labor. Minimum wage rate for Federal-Aid projects have been predetermined by the Secretary of Labor and are subject to Public Law 87-581 Work Hours Act of 1962, as set forth in the Contract Provisions. 
The Town of Sumner Board, Tallahatchie County, MS, hereby notifies all Bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged and women’s business enterprises will be afforded the full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. 
The award of this contract will be contingent upon the Contractor satisfying the DBE/WBE requirements.
The Contract Documents are on file and may be examined at the following locations:
1. Town of Sumner, 507 Walnut Street, P.O. Box 397, Sumner, MS 38957.
2. Gardner Engineering, P.A., 216 Second Street, Indianola, MS 38751.
All documents required for bidding purposes may be obtained from Gardner Engineering, P.A. located at 216 Second Street, Indianola, MS 38751. (Mailing Address: P.O. Drawer A, Indianola, MS 38751) upon payment of $ 100.00 for each set, which will not be refunded.
Each bid shall be accompanied by a Cashier’s Check, Certified Check on a solvent bank or a Bidder’s Bond issued by a Surety Company licensed to operate in the State of Mississippi, in the amount of five percent (5%) of the total bid price, payable to the Town of Sumner, as bid security. Bidders shall also submit a current financial statement, if requested by the Town of Sumner Board of Aldermen. The successful bidder will be required to furnish a Performance Bond and a Payment Bond each in the amount of one hundred percent (100%) of the contract amount.
The proposal and contract documents in its entirety shall be submitted in a sealed envelope and deposited to the Town of Sumner, Attn: City Clerk Toni Clark, P.O. Box 397, Sumner, MS 38957 prior to the hour and date above designated. No stripped bids will be accepted.
Work to be performed shall be in accordance with the “Mississippi State Highway Standard Specifications for Road and Bridge Construction, 2017”, together with all amendments and/or special provisions and/or addenda to the standards duly approved and adopted, unless otherwise noted in these specifications.
The attention of Bidders is directed to the provisions of Subsection 102.07 pertaining to irregular proposals and rejection of bids.

PUBLIC NOTICE
2010 Mississippi Code TITLE 21 – MUNICIPALITIES Chapter 19 - Health, Safety, and Welfare. 21-19-11- Cleaning private property; notice; lien; acknowledgement of notice of hearing.
(1) The governing authority of any municipality is authorized, on its own motion, or upon the receipt of a petition requesting the municipal authority to so act signed by a majority of the  residents residing within four hundred (400) feet of any property or parcel of land alleged to be in need of cleaning, to give notice to the property owner by United States mail, as provided in this section, two (2) weeks before the date of a hearing, or by service of notice as provided in this section by a police officer at least two (2) weeks before the date of a hearing, or if the property owner or his address is unknown, then by two (2) weeks' notice in a newspaper having a general circulation in the municipality, of a hearing to determine whether the property or land is in such a state of uncleanliness as to be a menace to the public health, safety and welfare of the community. If, at such hearing, the governing authority shall adjudicate the property or land in its then condition to be a menace to the public health, safety and welfare of the community, the governing authority, if the owner does not do so himself, shall proceed to clean the land, by the use of municipal employees or by contract, by cutting grass and weeds; filling cisterns; removing rubbish, dilapidated fences, outside toilets, dilapidated buildings, personal property, which removal of personal property shall not be subject to the provisions of Section 21-39-21, and other debris; and draining cesspools and standing water therefrom. The governing authority may by resolution adjudicate the actual cost of cleaning the property and may also impose a penalty of One Thousand Five Hundred Dollars ($1,500.00) or fifty percent (50%) of the actual cost, whichever is more.

REQUEST FOR PROPOSALS FOR ENGINEERING SERVICES
The Town of Glendora, Mississippi requests proposals from qualified firms or individuals to provide engineering services for work related to the application and possible implementation of a FY 2019 CDBG project. You are invited to submit a proposal, in accordance with this request, to the Office of the Town Clerk; Town of Glendora; 78 Westbrooks Road; Post Office Box 90; Glendora, MS 38928 no later than 4:00 p.m. on Tuesday, April 23, 2019. 
The Engineer will be responsible for performing all engineering services concerning application for funding, then if funded, through project closeout in accordance with federal, state and local laws, regulations and policies. The scope of work includes but is not limited to the following: 1) prepare a Preliminary Engineering Report , 2) prepare plans and specifications, 3) distribute bid documents, 4) assist in bid opening and prepare bid tabulation, 5) assist in the execution of construction contracts, 6) hold pre-construction conference, 7) submit monthly progress reports if the project is approved, and 8) perform construction inspection and approve all payment requests.

Qualifications – List of qualifications of persons to be assigned to project; 
Experience – Information regarding the firm’s experience and the projects previously undertaken, including the type and amount of grants awarded, the projects activities, and the status of the projects; 
Capacity for Performance – Identify the number and title of staff assigned to provide services. 
The Town of Glendora may hold proposals for a period of not to exceed thirty (30) days for the purpose of reviewing the content of the proposals and investigating the qualifications of the firms and assigned individuals. The Town reserves the right to reject all proposals. 
Subject to CDBG funding and the removal of all environmental conditions, the Town of Glendora will award a contract with the qualified individual or firm whose proposal has the highest number of cumulative points issued by the Town of Glendora Board of Aldermen and determined to be the most advantageous to the Town of Glendora, price and other factors considered. The contract will include scope and extent of work and other essential requirements. An individual contract will be executed for each funded project, and the contract will be on a fixed price basis. The Town of Glendora has the authority to terminate the selection at any time.
