PUBLIC NOTICE for Public Comments on the Tallahatchie County Solid Waste Management Plan by the Tallahatchie County Board of Supervisors
The Tallahatchie County Board of Supervisors is soliciting comments from the public on the updated and comprehensive, draft version of the Tallahatchie County Solid Waste Management Plan. A local solid waste management plan that focuses on meeting the waste management needs of the area for the next 20 years is required by the Mississippi Solid Waste Law. The original Tallahatchie County plan was developed and approved in 1994 and was a joint plan with the Northwest Solid Waste Management Plan with Tate County.  This comprehensive and updated version will, upon approval, replace that original plan that is now outdated. The new plan identifies the current solid waste management system, the current local needs and a plan for meeting those needs for Tallahatchie County and the municipalities of Charleston, Sumner, Glendora, Tutwiler and Webb. The draft plan is available for review at the following locations between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday at the following locations:

Comments from the public on the plan can be provided to the County in writing, within the thirty (30) day public comment period, or at the upcoming public hearing that the County will hold on the matter. Any written comments may be mailed or otherwise delivered to the Tallahatchie County Chancery Clerk's office by 5:00 pm, July 22, 2019. The public hearing will be held on July 1, 2019 at 11:00 a.m in the Board Room at the Tallahatchie County Courthouse in Charleston at1 Court Sq. Charleston, MS, Mississippi. 
The new draft of the Tallahatchie County Solid Waste Management Plan is a comprehensive plan for the County and the local municipalities that identifies how these local governments will continue to provide for the management of residential garbage and other solid wastes to protect the environment and the public health, safety, and well-being of its citizens. In summary, the plan describes the existing and future solid waste management system, identifying the amounts and types of wastes generated in Tallahatchie County and the current manner in which these wastes are collected, managed, and disposed. The plan addresses the following areas:  
1) The future plans for residential garbage collection and disposal;
2) The solid waste management facilities that will be used, the future plans for those facilities, and plans for any new facilities within the next 20 years;
3) The local provisions for wastes generated by businesses and industries in the county;
4) The management of special wastes such as waste tires, electronics, municipal waste water sludge, certain medical wastes, disaster debris, industrial wastes, and bulky wastes;
5) Plans for addressing the illegal dumping and/or improper disposal of solid wastes;
6) Plans for improving local programs to reduce and recycle wastes; 
7) The public costs of the waste management system for the county and municipalities and the manner of financing those costs; and
8) An implementation schedule for continued efforts to meet the local waste management needs.
9) The Plan approves the construction of a municipal solid waste transfer station to be constructed and operated by the County, at the Central County Barn located at 4932 Mississippi Highway 32 Central, Charleston, Mississippi, upon approval by the Mississippi Department of Environmental Quality Permit Board.  The service area of the new municipal transfer station will be the entire boundaries of Tallahatchie County.
The County is interested in hearing from the public on the aspects of this plan and invites the public to review the plan and provide comments and input on the manner in which waste management can be improved locally.  Questions related to the plan can be directed to: Anita Greenwood at the Tallahatchie County Courthouse, at 1 Court Sq., Charleston, Mississippi.

PUBLIC NOTICE
SECTION 3 BUSINESSES AND SECTION 3 RESIDENTS
The City of Charleston has received Community Development Block Grant Program (CDBG) Funds from the Mississippi Development Authority for construction projects that may include: street and utility improvements, public building improvements / construction, rail spurs, engineering, architectural, and other professional services in connection with the projects.
In keeping with the requirements of Section 3 of the Housing and Urban Development (HUD) Act of 1968 and the CDBG program, the City is seeking to identify the following eligible participants:
Section 3 Business Concerns that may be interested in contracting opportunities in connection with CDBG projects within the City. A Section 3 Business Concern is defined by HUD as one that is (1) 51% or more owned by Section 3 residents; or (2) whose permanent, full-time employees include persons at least 30% of whom are currently Section 3 residents or within three years of the date of first employment with the business were Section 3 residents; or (3) that provides evidence of a commitment to subcontract in excess of 25% of the dollar award of all subcontracts to be award to business concerns that meet the qualifications of (1) or (2) above.
Section 3 Residents that may be interested in training and employment opportunities in connection with the CDBG projects within the City. A Section 3 Resident is defined by HUD as (1) a public housing resident; or (2) a person who resides in the Project Area whose income does not exceed 80% of the median income for the County, as determined by The Department of Housing and Urban Development (HUD).

CDBG regulations governing the grant require that, to the greatest extent feasible opportunities for contracting, subcontracting, training and employment arising in connection with this CDBG project will be extended to Section 3 businesses and Section 3 residents.
Minority and woman owned business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities, equipment, materials and/or supply needs.

Overview
1. Introduction: The West Tallahatchie School District (WTSD) is located in Sumner, MS, School facilities consist of three schools and one central office.  The district has approximately 750 students.
2. Purpose of RFP: The district is requesting for sealed bid proposals in the areas of English/Language Arts, Mathematics, Science, Social Studies, Technology, Leadership, Assessments, Instructional Support Services and/or Multi-Tiered System of Support (MTSS) for 2 School-Wide Schools, including I Focus School and I Successfrul School (See A for Specifics).
3. Each category can be bid on separately (See A).
4. Tentative schedule of RFP events are as follows:
Proposal Due Date: 08/6/2019 at 10:00 a.m. Bid Opening: 8/8/2019 at 9:0 a.m.
5. These services shall be provided to the West Tallahatchie School District during the 2019 - 2020 school term and upon satisfactory evaluation of the provided services, may be extended to include services during the 2020-2021 school term.
6. The Superintendent reserves the right to reject any and all bids.
7. Quotes are requested for half and full day rates for professional development services.
