Final Notice and Public Explanation of a Proposed Activity in a Wetland
To: All interested Agencies, Groups and Individuals
This is to give notice that the Town of Glendora, MS has conducted an evaluation as required by Executive Order 11988 and/or 11990, to determine the potential affect that its activity in the wetland will have on the human environment for the Glendora 2020 HOME Rehabilitation Project under 1231-M20-SG-28-930. The proposed project(s) is located P O Box 90, 78 Westbrooks Road, Glendora, MS 38928 and various residences in the town. This project will rehabilitate up to 10 homes in the city limits of the Town of Glendora and will potentially have an effect on wetlands in the town.
The Town of Glendora has considered alternatives and mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values has determined that the project should proceed as originally designed with no adverse effect on the wetlands.
The Town of Glendora has reevaluated the alternatives to building in the wetland and has determined that it has no practicable alternative. Environmental files that document compliance with steps 3 through 6 of Executive Order 11988 and/or 11990, are available for public inspection, review and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments. This activity will have no significant impact on the environment for the following reasons:
The project will not change the pattern or flow of stormwater or local wetlands.
There are three primary purposes for this notice. First, people who may be affected by activities in wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas.
Second, an adequate public notice program can be an important public educational tool. The dissemination of information about wetlands can facilitate and enhance Federal efforts to reduce the risks associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in wetlands, it must inform those who may be put at greater or continued risk.

An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at Town of Glendora; 78 Westbrooks Road; Glendora, MS 38928 and may be examined or copied weekdays 9 A.M to 4 P.M.
FINDING OF NO SIGNIFICANT IMPACT
The Town of Glendora has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the Town of Glendora; 78 Westbrooks Road; Glendora, MS 38928 and may be examined or copied weekdays 9 A.M to 4 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the Town of Glendora; Town Clerk; P O Box 90; 78 Westbrooks Road; Glendora, MS 38928. All comments received by October 25, 2021 will be considered by the Town of Glendora prior to submission of a request for release of funds.
RELEASE OF FUNDS
The Town of Glendora certifies to Mississippi Home Corporation that Johnnie Thomas in his capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The Mississippi Home Corporation’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Town of Glendora to use HUD program funds.
OBJECTIONS TO RELEASE OF FUNDS
The Mississippi Home Corporation will accept objections to its release of fund and the Town of Glendora’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Town of Glendora; (b) the Town of Glendora has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by Mississippi Home Corporation; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Attention: Shirley Thompson at Mississippi Home Corporation; 735 Riverside Drive; Jackson, Mississippi,39202. Notice is hereby given that the Board of Supervisors of Tallahatchie County, Mississippi will accept bids for the purchase, and/or lease purchase of one (1) or more, new solid waste trucks, until the hour of 10:00 o’clock a.m. on Monday, the 1st day of November, 2021 at the Tallahatchie County Courthouse in Charleston, Mississippi, or by mail at P. O. Drawer 350, Charleston, Mississippi, 38921, and said bids shall be opened thereafter, on Monday, the 1st day of November 2021, at the Tallahatchie County Courthouse in the First Judicial District of Tallahatchie County, Mississippi, in Charleston, Mississippi. Only qualified proposers shall be allowed to participate in the reverse auction which shall be held in the office of the Chancery Clerk of Tallahatchie County, at the Tallahatchie County Courthouse in the First Judicial District in Charleston, Mississippi.
2. No responsibility will be attached to any person employed by the Board of Supervisors of Tallahatchie County, Mississippi, for the premature opening of any bid not properly addressed and identified as stipulated below:

3. Any exceptions to the specifications must be listed in the bidders bid with justification. Failure to do so will disqualify the bid.
4. Price bid shall be for F.O.B. Tallahatchie County, Mississippi, and must include any pre-delivery and/or setup charges, title fees and inspection fees.
5. The bidder shall complete the unit price bid with no further calculations required in order to determine the firm unit price.
6. Bids must be signed and dated by the bidders authorized agent.
7. All bids must state Manufacturer Warranty.
8. All bids must state approximate delivery time.
9. Location for parts and service must be included in the bid and will be a factor in determining the best bid.
10. All bids must include a municipal lease/purchase quote with terms of three (3), four (4) and five (5) year annual payment in arrears. Lease must not have an early payoff penalty clause.
11. All bids must offer a guaranteed buy-back provision at the end of three (3), four (4) and five (5) years. All bidders must list any conditions and/or limitations to their buy-back offer. Pricing guarantees from outside sources / Auction Companies may also be solicited and be made a part of this bid process. The buy-back offer and/or the pricing guarantee from the Auction Company(s) may be a factor in determining the lowest and best bid.
12. It shall be incumbent upon each bidder to understand the specifications on the bid form and to obtain clarification when necessary. It is not the intent of the specifications to limit the bidding process to any make or manufacturer, but to fill a specific need and to perform a specific task.
13. The Board of Supervisors of Tallahatchie County, Mississippi reserves the right to determine which is the lowest and best bid and to accept or reject any or all bids based on that determination.
