Notice is hereby given that the Mississippi Environmental Quality Permit Board will hold a public meeting on Tuesday, at 9:00 a.m., on April 11, 2023 in the Mississippi Department of Environmental Quality, 515 Amite Street, Jackson, Mississippi 39201.
Consideration will be given to the following surface mining bond release application:

The applicant seeks the release of 30% of the performance bond posted to cover the reclamation of 67.5 acres of surface mined land located in Sections 6 and 7, Township 24N, Range lE, Tallahatchie County, Mississippi.
All comments must be received by the Office of Geology no later than April 21, 2023, in order to forward a copy of the comments to the operator and to incorporate the comments into the hearing records as required by law.

TALLAHATCHIE COUNTY, MISSISSIPPI, FAIR HOUSING RESOLUTION
Let it be known to all persons of Tallahatchie County, Mississippi, that discrimination on the basis of race, color, religion, gender or national origin in the sale, rental, leasing or financing of housing or land to be used for construction of housing or in the provision of brokerage services is prohibited by Title VIII of the 1968 Civil Rights Act (Federal Fair Housing Law).
It is the policy of Tallahatchie County, Mississippi, to encourage equal opportunity in housing for all persons regardless of race, color, religion, gender or national origin. The Fair Housing Amendments Act of 1988 expands coverage to include disabled persons and families with children. Therefore, the County does hereby pass the following Resolution.
Be it resolved that within available resources, Tallahatchie County will assist all persons who feel they have been discriminated against because of race, color, religion, gender, national origin, disability or familial status to seek equity under Federal and State laws by referring them to the U.S. Department of Housing and Urban Development, Office of Fair Housing and Equal Opportunity, Compliance Division.
Be it further resolved that Tallahatchie County shall publicize this Resolution and through this publicity shall encourage owners of real estate, developers, and builders to become aware of their respective responsibilities and rights under the Federal Fair Housing Law and amendments and any applicable state or local laws or ordinances.
Tallahatchie County, Mississippi, will, at a minimum, 1. Adopt and publicize the Fair Housing Resolution; 2. Post Fair Housing Posters in prominent public areas; 3. Provide Fair Housing Brochures Fair Housing information to the public; 4. Declare April was Fair Housing Month by Proclamation or Resolution; and 5. Acknowledge the Annual Action Plan Public Hearing conducted by Mississippi Development Authority and Mississippi Home Corporation at North Delta Planning & Development District, Inc., 220 Power Drive, Batesville, MS 38606, on March 23, 2023, at 11:00 a.m. at its fair housing event.

FAIR HOUSING MONTH
Whereas, April marks the anniversary of the passage of the Fair Housing Act of 1968, which sought to eliminate discrimination in housing opportunities and to affirmatively further housing choices for all Americans; and
Whereas, the ongoing struggle for dignity and housing opportunity for all is not the exclusive province of the Federal government; and
Whereas, vigorous local efforts to combat discrimination can be as effective, if not more so, than Federal efforts; and
Whereas, illegal barriers to equal opportunity in housing, no matter how subtle, diminish the rights of all.
Now, therefore, be it resolved, that in the pursuit of the shared goal and responsibility of providing equal housing opportunities for all men and women, Tallahatchie County, Mississippi, does hereby join in the national celebration by proclaiming the month of April 2023 as Fair Housing Month, and encourages all agencies, institutions, and individuals, public and private, in Tallahatchie County to abide by the letter and the spirit of the Fair Housing law; and acknowledge the Annual Action Plan Public Hearing conducted by Mississippi Development Authority and Mississippi Home Corporation at North Delta Planning & Development District Inc., 220 Power Drive, Batesville, MS 38606, on March 23, 2023, at 11:00 a.m. as its fair housing event.

WHEREAS, on October 19, 2017, Shonda Hardin, an unmarried person AND Anthony Rideout, an unmarried person executed a certain deed of trust to Carothers Fedric & Laster, Trustee for the benefit of Mortgage Electronic Registration Systems, Inc., as beneficiary as nominee for Primary Residential Mortgage, Inc., its successors and assigns which deed of trust is of record in the office of the Chancery Clerk of Tallahatchie County, State of Mississippi in Book 2017 at Page 2315; and

REQUEST FOR QUALIFICATIONS FOR ENGINEERING SERVICES
The Town of Tutwiler requests proposals from qualified firms or individuals to provide engineering services for work related to the implementation of an approved FY 2022 DRA project(s). You are invited to submit a proposal, in accordance with this request, to the Office of the Town Clerk, Town of Tutwiler; 201 Tallahatchie Street; P O Box 176; Tutwiler, MS 38963, no later than 4 p.m. on Monday May 1, 2023.
The Engineer will be responsible for preparing project cost estimates for application preparation and if awarded, the selected Engineer will provide all engineering services through project closeout in accordance with federal, state, and local laws, regulations and policies. The scope of work includes but is not limited to the following: 1) prepare plans and specifications, 2) distribute bid documents, 3) assist in bid opening and prepare bid tabulation, 4) assist in the execution of construction contracts, 5) hold pre-construction conference, and 6) perform construction inspection including periodic reports to the Town of Tutwiler and approve all payment requests.

One (1) original and six (6) copies of the proposals must be submitted in a sealed envelope and marked with the following language: “Proposal for CDBG Engineering Services.” Proposals will be evaluated on the following factors: Qualifications (40 points), Experience (40 points) and Capacity for Performance (20 points). To be evaluated properly, the following must be addressed in detail:
Qualifications – List of qualifications of persons to be assigned to project;
Experience – Information regarding the firm’s experience and the projects previously undertaken, including the type and amount of grants awarded, the projects activities, and the status of the projects;
Capacity for Performance – Identify the number and title of staff assigned to provide services.
The Town of Tutwiler Board of Aldermen will meet to evaluate each proposal. The Town of Tutwiler may hold proposals for a period of not to exceed thirty (30) days for the purpose of reviewing the content of the proposals and investigating the qualifications of the firms and assigned individuals. The Town of Tutwiler reserves the right to reject any and/or all proposals.
The Town of Tutwiler will award a contract with the qualified individual or firm whose proposal has the highest number of cumulative points issued by the board and is determined to be the most advantageous to the Town of Tutwiler, price and other factors considered. The contract will include the scope and extent of work and other essential requirements. An individual contract will be executed for each awarded project, and the contract will be on a fixed price basis. The Town of Tutwiler has the authority to terminate the selection at any time and waive any irregularities.
