Public Alternatives Meeting for Hubbard Creek-Tippo Bayou Environmental Assessment
The U.S. Department of Agriculture Natural Resources Conservation Service (NRCS) is in the final stages of developing a Watershed Plan and Environmental Assessment (Plan-EA) for the Hubbard Creek-Tippo Bayou watershed. The flood prevention measures developed for this watershed were originally designed and constructed to provide flood protection for local residents, agricultural lands, and public infrastructure. Over time, these measures have become inconsistent in providing adequate flood protection. Evaluation of additional flood control measures was deemed necessary to ensure that consistent flood protection is provided to residents and properties within the watershed.
An initial public meeting was held on April 23, 2024, to introduce the project and gather stakeholder input regarding flood management issues within the watershed. Following that meeting, NRCS and its project partners began developing modification alternatives aimed at alleviating flooding issues within the watershed.
As part of this ongoing process, NRCS is conducting a second public meeting to be held September 16, 2024, at 6:00 p.m. at the National Guard Armory, 409 S Cossar Ave, in Charleston. The meeting will present a summary of findings from the engineering and environmental investigations as well as the alternatives considered. The flood protection alternatives for the watershed will be presented along with the associated economic and environmental considerations.
Residents and stakeholders within the watershed are encouraged to attend the meeting to learn about the alternatives considered and the reasoning behind each one. Public Alternatives Meeting for Buntyn Creek Watershed Structures
The U.S. Department of Agriculture Natural Resources Conservation Service (NRCS) is in the final stages of developing a Supplemental Watershed Plan and Environmental Assessment (Plan-EA) for two Floodwater Retarding Structures (FRSs) within the Buntyn Creek Watershed. Buntyn Creek FRS Y-16A-1 and Buntyn Creek FRS Y-16A-2 were originally constructed as low hazard structures. Since then, homes, roads, and businesses have increased within the potential breach inundation areas downstream of the dams. Rehabilitation to high hazard criteria is necessary to upgrade the dams and associated structures to their current classification and to protect people and property downstream.
Structure Y-16A-1 was completed in 1962 and has a total drainage area of approximately 3.1 square miles. The structure was built on an unnamed stream within the Buntyn Creek watershed approximately 2.6 miles southwest of the Teasdale community and 6.5 miles southeast of the town of Crowder in Tallahatchie County, Mississippi. Downstream of Structure Y-16A-1, Sherman Creek flows southwest for approximately 4 miles before converging with the Little Tallahatchie River.
Structure Y-16A-2 was also completed in 1962 and is located approximately 0.7 miles northwest of FRS Y-16A-1. This subwatershed drains an area of approximately 0.6 square miles. The sediment pool upstream of the structure is created by a series of small, unnamed tributaries. Downstream discharge from Y-16A-2 flows south for approximately 0.5 miles before merging with Sherman Creek that flows from FRS Y-16A-1 prior to joining the Little Tallahatchie River.
An initial public meeting was held on April 27, 2023, to introduce the project and gather stakeholder input regarding each of the FRSs. Following that meeting, NRCS and its project partners developed a rehabilitation analysis and modification alternatives which would bring the dams into compliance with NRCS and Mississippi Department of Environmental Quality (MDEQ), Dam Safety Division design criteria for the high-hazard classification.
As part of this ongoing process, NRCS is conducting a second public meeting to be held September 16, 2024, at 3:00 p.m. at the National Guard Armory, 409 S Cossar Ave, in Charleston. The meeting will present a summary of findings from the engineering and environmental investigations as well as the alternatives considered. The Town of Glendora Mayor and Board of Aldermen are assisting up to three (3) homeowners in accepting sealed bids for the reconstruction of their home and one (1) homeowner with rehabilitation of their home.
