REQUEST FOR QUALIFICATIONS FOR ENGINEERING OR ARCHITECTURAL SERVICES
The Town of Tutwiler requests proposals from qualified firms or individuals to provide engineering or architectural services for work related to the implementation of FY 2025 HUD project(s). You are invited to submit a proposal, in accordance with this request, to the Office of the Town Clerk, Town of Tutwiler; 221 Tallahatchie Street; P O Box 176; Tutwiler, MS 38963, no later than 4 p.m. on March 11, 2025.
The Engineer or Architect will be responsible for preparing project cost estimates, the selected Engineer or Architect will provide all engineering and/or architectural services through project closeout in accordance with federal, state and local laws, regulations and policies. The scope of work includes but is not limited to the following: 1) prepare plans and specifications, 2) distribute bid documents, 3) assist in bid opening and prepare bid tabulation, 4) assist in the execution of construction contracts, 5) hold pre-construction conference, and 6) perform construction inspection including periodic reports to the Town of Tutwiler and approve all payment requests. A timeline of required activities is available upon request.

One (1) original and six (6) copies of the proposals must be submitted in a sealed envelope and marked with the following language: “Proposal for 2025 HUD Project Engineering or Architectural Services.” Proposals will be evaluated on the following factors: Qualifications (40 points), Experience (40 points) and Capacity for Performance (20 points). To be evaluated properly, the following must be addressed in detail:
Qualifications – List of qualifications of persons to be assigned to project;
Experience – Information regarding the firm’s experience and the projects previously undertaken, including the type and amount of grants awarded, the projects activities, and the status of the projects;
Capacity for Performance – Identify the number and title of staff assigned to provide services.
The Governing Board of the Town of Tutwiler will meet to evaluate each proposal. The Town of Tutwiler may hold proposals for a period of not to exceed thirty (30) days for the purpose of reviewing the content of the proposals and investigating the qualifications of the firms and assigned individuals. The Town of Tutwiler reserves the right to reject any and/or all proposals or waive any irregularities.
Subject to award(s) and the removal of all environmental conditions, the Town of Tutwiler will award a contract with the qualified individual or firm whose proposal has the highest number of cumulative points issued by the board and determined to be the most advantageous to the Town of Tutwiler, price and other factors considered. The contract will include scope and extent of work and other essential requirements. An individual contract will be executed for each awarded project, and the contract will be on a fixed price basis. The Town of Tutwiler has the authority to terminate the selection at any time.
SUBSTITUTE TRUSTEE’S NOTICE OF SALE
WHEREAS, on April 27, 2005, Stacy M Houston, a single woman executed a deed of trust for the benefit of Mortgage Electronic Registration Systems, Inc., as beneficiary, as nominee for Finance America, LLC, its successors and assigns, which deed of trust was recorded on May 2, 2005, in Book 338, Page 494, in the office of the Chancery Clerk of the Second Judicial District of Tallahatchie County, Mississippi; Said Deed of Trust was last sold, assigned and transferred to Citibank, N.A., not in its individual capacity but solely as Owner Trustee for New Residential Mortgage Loan Trust 2018-4 by assignment recorded in Book 2024, Page 789 in the office of the Chancery Clerk of Tallahatchie County, Mississippi.
WHEREAS, the holder of the deed of trust at the time of the substitution substituted McCalla Raymer Leibert Pierce, LLP as Trustee, as authorized by the terms thereof, by instrument recorded January 23, 2025 and spread at large upon the records in the office of the aforesaid Chancery Clerk in Book 2, Page 372 prior to the posting and publication of this notice; and
WHEREAS, default having been made in the terms and conditions of the deed of trust, and the entire debt secured thereby having been declared to be due and payable in accordance with the terms of the deed of trust, and the legal holder of said indebtedness, Citibank, N.A., not in its individual capacity but solely as Owner Trustee for New Residential Mortgage Loan Trust 2018-4, has requested the undersigned Substitute Trustee to execute the trust and sell said land, property and improvements in accordance with the terms of the deed of trust for the purpose of raising the sums due thereunder, together with attorney's fees, Substitute Trustees fees and expenses of sale;

CHARLESTON DOWNTOWN HISTORIC DISTRICT, CHARLESTON, TALLAHATCHIE COUNTY, TO BE CONSIDERED FOR THE NATIONAL REGISTER OF HISTORIC PLACES
The Charleston Downtown Historic District, Charleston, Tallahatchie County, will be considered for nomination to the National Register of Historic Places by the Mississippi National Review Board at its meeting on Thursday, March 20, 2025. The meeting will be held in person in the 1st floor auditorium of the Charlotte Capers Building in Jackson beginning at 1:00 p.m. This meeting is open to the public.
The Charleston Downtown Historic District is roughly bounded by E. Gay Street to the north. To the east, the boundary is formed by the first two lot on either side of E. Main Street. The western boundary is formed by S. Church Street. The southern boundary is formed by E. Walnut Street.
The National Register of Historic Places is the country's official list of buildings, sites, districts, and structures that merit preservation because of their significance in American history. Listing in the National Register results in the following for historic properties:
1. Consideration in planning for Federal, federally licensed, and federally assisted projects. The Advisory Council on Historic Preservation must be given an opportunity to comment on all federally related projects affecting listed properties. For further information see 36 CFR 800.
2. Eligibility for Federal tax provisions. The Federal Internal Revenue Code encourages the preservation of depreciable historic structures by allowing favorable tax treatments for rehabilitation and also provides for charitable contributions for conservation purposes of partial interests in historically important land areas or structures. For further information see 36 CFR 67.
3. Eligibility for State tax credits: (S.B. 27-7-22.31, 2006, 2014, 2021) Mississippi’s state historic preservation tax incentives program encourages the rehabilitation of historic buildings. The Mississippi Department of Archives and History is responsible for the administration of the program, which provides for a state income tax credit equal to 25% of the qualified expenses of rehabilitating historic structures. 4. Consideration of historic values in the decision by the State or Federal government to issue a surface coal mining permit where coal is located. For further information see 30 CFR 700 et seq.
5. Qualification for Federal grants for historic preservation when funds available:
Owners of private property nominated to the National Register may concur in or object to the nomination in accord with 36 CFR 60. Any owner or partial owner who objects to listing should submit a notarized statement (certifying ownership and objection to listing) to Deputy State Historic Preservation Officer, c/o Thomas Dabney, P.O. Box 571, Jackson, Mississippi 39205, before the time the Review Board reviews the nomination on March 20, 2025. Each owner or partial owner has one vote, regardless of how many whole or partial properties in the district are owned by that party. If a majority of private property owners object to the nomination amendment, it will not be listed.
A copy of the nomination, the criteria used for evaluation, and more information on the results of listing is available from the State Historic Preservation Officer at the above address, or telephone inquiries can be made at (601) 576-6701. Comments on the nomination should be received by the Deputy State Historic Preservation Officer before the Review Board meeting on March 20, 2025.

An overview of the National Register and details of the Charleston Downtown Historic District will be presented at a public meeting at City Hall, 135 Court Square, Charleston, Tallahatchie County, on Thursday, March 6, 2025 at 11 am.
