The successful bidder will be required to furnish a Payment Bond and Performance Bond in the amount of one-hundred percent (100%) of the contract amount. No proposals may be withdrawn after the scheduled closing time.

ORDINANCE DECLARING THE INTENTION OF THE CITY OF CHARLESTON, MISSISSIPPI, TO ENTER INTO AN AGREEMENT WITH TALLAHATCHIE COUNTY WHEREIN THE TALLAHATCHIE COUNTY, MISSISSIPPI, ELECTION COMMISSIONERS SHALL CONDUCT MUNICIPAL ELECTIONS AND OTHER FUNCTIONS THAT ARE ALLOWED BY MISSISSIPPI LAW FOR THE CITY OF CHARLESTON, MISSISSIPPI.
That the Mayor and Board of Alderman of the City of Charleston, Mississippi, do hereby ORDAIN, RESOLVE, FIND AND ORDER as follows, to-wit:
SECTION 1: That the Board of Alderman of the City of Charleston, Mississippi, do hereby adopt an ordinance entitled “ORDINANCE DECLARING THE INTENTION OF THE CITY OF CHARLESTON, MISSISSIPPI, TO ENTER INTO AN AGREEMENT WITH TALLAHATCHIE COUNTY WHEREIN THE TALLAHATCHIE COUNTY, MISSISSIPPI, ELECTION COMMISSIONERS SHALL CONDUCT MUNICIPAL ELECTIONS AND OTHER FUNCTIONS THAT ARE ALLOWED BY MISSISSIPPI LAW FOR THE CITY OF CHARLESTON, MISSISSIPPI.”
SECTION 2: That the Board of Alderman of the City of Charleston, Mississippi, ordains that it is in the best interest of the City of Charleston to contract with Tallahatchie County to authorize the Tallahatchie Election Commissioners to do and perform all functions required for the conduct of Municipal Elections in said City following the adoption of this Ordinance.
SECTION 3: That this Ordinance shall serve as the authority to abolish the Municipal Election Commissioners in the City of Charleston, Mississippi, and authorize the agreement with Tallahatchie County, Mississippi, wherein the Tallahatchie County Election Commission shall assume the Municipal Election Commissioner’s duties and authorize the Tallahatchie County Election Commission to perform all the duties and responsibilities of the Municipal Election Commission as set forth in Ms Code Annotated, Section 23-15-221 (3) (a), (b), (c), (d), (e), (f), (g), (h), (i), (j), (k), (l), (m), and (n).
SECTION 4: That this Ordinance shall be published in the Sun-Sentinel Newspaper, a newspaper of general circulation in Tallahatchie County, Mississippi, and the City of Charleston, Mississippi, for three (3) consecutive weeks commencing on March 13, 2025.
SECTION 5: The effective date of this ordinance shall be May 01, 2025.
Following discussion, Mayor Smith called for a vote and the motion for the resolution to adopt the Ordinance entitled, “ORDINANCE DECLARING THE INTENTION OF THE CITY OF CHARLESTON, MISSISSIPPI, TO ENTER INTO AN AGREEMENT WITH TALLAHATCHIE COUNTY WHEREIN THE TALLAHATCHIE COUNTY, MISSISSIPPI, ELECTION COMMISSIONERS SHALL CONDUCT MUNICIPAL ELECTIONS AND OTHER FUNCTIONS THAT ARE ALLOWED BY MISSISSIPPI LAW FOR THE CITY OF CHARLESTON, MISSISSIPPI” to be adopted. The provisions of the Ordinance were voted on section by section and as a whole and yielded the following votes:

The Board of Supervisors, acting for and on behalf of Tallahatchie County, Mississippi took up for consideration the matter of authorizing and approving a loan on behalf of Tallahatchie County, Mississippi from the Mississippi Development Authority (the Department) for the purpose of completing capital improvements identified as:
Renovation of an Industrial Building
BE IT RESOLVED BY THE GOVERNING BODY OF TALLAHATCHIE COUNTY, AS FOLLOWS:
Section 1. The Governing Body of Tallahatchie County does hereby declare its intention to enter into a loan agreement with the Department in the principal amount not to exceed $2,000,000 for the purpose of completing the capital improvements identified above.
Section 2. The Loan will be secured by a Note executed and delivered by Tallahatchie County to the Department. Failure of Tallahatchie County to meet its repayment obligations shall result in the forfeiture of sales tax allocation or homestead exemption reimbursement in an amount sufficient to repay obligations due until such time as the indebtedness has been discharged or arrangements to discharge such indebtedness satisfactory to the Department have been made.
Section 3. The Governing Body proposes to authorize and approve the Loan from the Department in the amount and for the aforesaid purposes at a meeting of the Governing Body to be held at its meeting place at the Tallahatchie County Courthouse in Charleston, Mississippi at 10 o’clock AM on the 14th day of April, 2025, or at some meeting held subsequent thereto. This date assigned to authorize and approve the aforementioned loan documents has been set to meet program requirements that mandate that four public notices be issued prior to loan closing. This will allow sufficient time for public comments.
The motion having received the foregoing vote of the Governing Body, Johnny Goodwin, Board President, declared the motion carried and the Resolution adopted, on this the 10th day of March, 2025.

REQUEST FOR QUALIFICATIONS FOR ENGINEERING SERVICES
The Tallahatchie County Board of Supervisors requests proposals from qualified firms or individuals to provide engineering services for work related to the implementation of an approved FY 2025 DRA, CAP, and/or DIP project(s). You are invited to submit a proposal, in accordance with this request, to the Office of the County Administrator, Tallahatchie County BOS; 1 Court Square; P O Box 350; Charleston, MS 38921, no later than 4 p.m. on Friday, April 4, 2025.
The Engineer will be responsible for preparing project cost estimates for application preparation and if awarded, the selected Engineer will provide all engineering services through project closeout in accordance with federal, state, and local laws, regulations and policies. The scope of work includes but is not limited to the following: 1) prepare plans and specifications, 2) distribute bid documents, 3) assist in bid opening and prepare bid tabulation, 4) assist in the execution of construction contracts, 5) hold pre-construction conference, and 6) perform construction inspection including periodic reports to the Tallahatchie County and approve all payment requests.

FOREST PRODUCTS FOR SALE ON EAST TALLAHATCHIE COUNTY SCHOOL LANDS
Seal bids will be received by the East Tallahatchie School District, 411 Chestnut street, Charleston, MS 38921 up to and no later than 5:00 P. M. , on April 10, 2025, and opened up at the School board meeting thereafter. There will be two timber sales in Tallahatchie county> The bids will be for the right to THIN TIMBER (per ton) designated for that purpose on approximately 120 acres of School Trust Lands in Section 16 Township 23 north, Range 03 east, Tallahatchie county, MS and 110 acres of final harvest (lump sum) in Section 16 Township 24 north Range 3 east.
Before bids are submitted, full information concerning the material for sale, condition of the sale, submission of bids, and a copy of the sample contract should be obtained from the MFC Forester Shaun Rogers 601-540-2611. Prospective bidders shall be required to present a Performance bond in the amount as specified within the sample contract at the signing of the timber sale contract. The right to reject any and all bids is reserved.
