REQUEST FOR QUALIFICATIONS FOR ENGINEERING SERVICES
The City of Charleston requests proposals from qualified firms or individuals to provide engineering services for work related to the implementation of approved FY 2026 CDBG project(s). You are invited to submit a proposal, in accordance with this request, to the Office of the City Clerk, City of Charleston; 135 Court Square, Charleston, MS 38921, no later than 12:00PM on Monday, December 1, 2025.
The Engineer will be responsible for preparing project cost estimates for application preparation and if awarded, the selected Engineer will provide all engineering services through project closeout in accordance with federal, state and local laws, regulations and policies. The scope of work includes but is not limited to the following: 1) prepare plans and specifications, 2) distribute bid documents, 3) assist in bid opening and prepare bid tabulation, 4) assist in the execution of construction contracts, 5) hold pre-construction conference, and 6) perform construction inspection including periodic reports to the City of Charleston and approve all payment requests.

Capacity for Performance – Identify the number and title of staff assigned to provide services.
The City of Charleston Board of Aldermen will meet to evaluate each proposal. The City of Charleston may hold proposals for a period of not to exceed thirty (30) days for the purpose of reviewing the content of the proposals and investigating the qualifications of the firms and assigned individuals. The City of Charleston reserves the right to reject any and/or all proposals. Subject to CDBG award(s) and the removal of all environmental conditions, the City of Charleston will award a contract with the qualified individual or firm whose proposal has the highest number of cumulative points issued by the board and is determined to be the most advantageous to the City of Charleston, price and other factors considered. The contract will include the scope and extent of work and other essential requirements. WHEREAS, the Board of Trustees (the "Board"), acting for and on behalf of the West Tallahatchie Public School District, Tallahatchie County, Mississippi (the "School District"), does hereby find, determine, adjudicate and declare:
1. That it is necessary and desirable that a maximum amount not to exceed Two Million Sixty-Five Thousand Dollars ($2,065,000) be borrowed for the purposes of providing funds for making repairs, alterations and additions to school buildings of the School District, for the purpose of erecting school buildings and other buildings used for school purposes and purchasing land therefor, if necessary, and for the purpose of purchasing heating plants, air conditioning, fixtures and equipment for such buildings, transportation equipment, improving and equipping land for recreational and athletic purposes and for the purpose of paying costs for the borrowing, and for related purposes (the "Project");
2. That no funds are available in the school funds of the School District or from any other source with which to make the above enumerated repairs, alterations, additions, erections, improvements or purchases;
3. That it would be in the best interests and to the advantage of the School District that the funds needed for these purposes be obtained by the issuance of negotiable notes of the School District in the maximum principal amount not to exceed Two Million Sixty-Five Thousand Dollars ($2,065,000) in the manner and form provided by Sections 37-59-101 et seq., Mississippi Code of 1972, as amended (the "Note Act" or the "Act");
4. That the School District currently has no outstanding notes previously issued under the authority of the Act;
5. That the principal of and interest on the notes to be issued hereunder shall be paid from and secured from the avails of a special ad valorem tax and other funds of the School District;
6. That if any special ad valorem tax shall be levied to pay the principal of and interest on the notes to be issued hereunder, the limitation of three (3) mills on the dollar for all notes issued under the provisions of Sections 37-59-101 et seq., Mississippi Code of 1972, as amended, on the special tax levied to pay the principal of and interest on all notes issued under the Act, or any predecessor statutes, shall not be exceeded;
7. That under the provisions of Section 37-59-115, Mississippi Code of 1972, as amended, the limitation of Section 37-59-5, Mississippi Code of 1972, as amended, on the indebtedness which may be incurred by school districts is not applicable to the proposed issuance of the notes; and
8. That the purposes for which the proposed notes are to be issued as herein set forth in this resolution are purposes authorized by the laws of the State of Mississippi, and particularly in Sections 37-59-101 et seq., Mississippi Code of 1972, as amended, and that said Board is authorized and required to declare the necessity and its intention of borrowing money and issuing the negotiable notes of the School District as evidence of the same.
NOW, THEREFORE, BE IT RESOLVED, by the Board of Trustees, West Tallahatchie Public School District, Tallahatchie County, Mississippi, as follows:
SECTION 1. The Board does hereby find, determine and adjudicate that the foregoing premises are true and correct and incorporates them herein by reference.
SECTION 2. The Board does hereby declare that it is necessary to borrow an amount not exceeding Two Million Sixty-Five Thousand Dollars ($2,065,000) for the purpose of paying the costs of the Project, previously described herein, all at a total approximate cost of not to exceed Two Million Sixty-Five Thousand Dollars ($2,065,000).
SECTION 3. The Board does hereby further declare that no funds are available in the school funds of the School District or from any other source with which to make such repairs, alterations, additions, erections, improvements or purchases, and that it is necessary that the costs thereof be borrowed in the manner and form provided by Sections 37-59-101 et seq., Mississippi Code of 1972, as amended.
SECTION 4. The Board hereby declares its intention to borrow such money and to issue Limited Tax Notes of the School District as evidence of the same (the "Notes"). The Notes shall bear interest at a rate to be specified by further resolution of the Board, but shall not exceed a greater overall maximum interest rate to maturity than the rates now or hereafter authorized under the provisions of Section 19-9-19, Mississippi Code of 1972, as amended. The Notes shall not be sold for less than par and accrued interest. The Notes shall be dated the date of delivery thereof, or such date as the Board may specify, and shall mature in approximately equal annual installments of principal plus interest over a period not to exceed twenty (20) years, the first of said installments being due and payable one year after the date of the Notes.
SECTION 5. That unless a petition signed by not less than 20% of the qualified electors of said School District, requesting that an election be called on the question of incurring said indebtedness, is filed prior to 6:00 o'clock p.m. on December 9, 2025, at the Central Office of the West Tallahatchie Public School District, located at 6470 Friendship Road, Sumner, Mississippi 38957, final approval of the borrowing of said money and authority for the issuance of said Notes shall be given by the Board at a meeting held on such date at 6:00 p.m. at the Board's regular meeting place located at the Central Office of the West Tallahatchie Public School District at 6470 Friendship Road, Sumner, Mississippi 38957.
SECTION 6. That the Secretary of the Board be and is hereby authorized and directed to cause this resolution, as adopted, to be published in The Sun-Sentinel, a newspaper published in Tallahatchie County, Mississippi, and of general circulation in the School District and qualified under the provisions of Section 13-3-31, Mississippi Code of 1972, as amended. Said resolution shall be published in the newspaper once a week for two consecutive weeks, with the first publications thereof to be made not less than 15 days prior to December 9, 2025, on which date the Board will take final action on the question of authorizing the borrowing of said money.
SECTION 7. The School District may use funds currently available in its District Maintenance Fund to pay certain initial costs of the acquisition and construction of the Project, as subsequently identified by the Board, with such expenditures to be reimbursed from a portion of the proceeds of the Notes, when issued. The allocation of the Note proceeds to reimburse the District Maintenance Fund shall be made in writing not later than 18 months after the later of; (a) the date the original expenditure is paid or (b) the date the Project is placed in service or abandoned, but in no event more than three years after the original expenditure is paid. The expenditures to be reimbursed from Note proceeds shall be incurred solely to acquire, renovate, construct, or improve property having a reasonably expected economic life of a least one year and to pay the cost of such acquisition, construction and improvements. Note proceeds shall be used to reimburse these expenditures, and not for the reimbursement of operating costs or similar working capital items. This resolution is the official action of the Board adopted as required by regulations promulgated by the Internal Revenue Service governing the reimbursement of prior expenses from note proceeds.
SECTION 8. That all orders, resolutions or proceedings of the Board in conflict with the provisions of this resolution shall be and the same are hereby repealed.
