On or after November 17, 2025, the Town of Sumner will submit a request to the Mississippi Development Authority for the release of Community Development Block Grant funds under Title I of the Housing and Community Development Act of 1974, as amended, to undertake the following project:
Project Title: Sumner 2024 CDBG PF Sewer Project
Purpose: Rehabilitation of sewer pump stations and sewer mains throughout the Town of Sumner Location: 580 Wayne Street; Sumner, MS 38957-9700
Estimated Cost: $600,000.00
The activities proposed comprises a project for which a Finding of No Significant Impact on the environment was published on October 16, 2025. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at The Town of Sumner; 507 Walnut Street; Sumner, MS 38957-0397 and may be examined or copied weekdays 9:00 A.M to 4:00 P.M.
FINDING OF NO SIGNIFICANT IMPACT
The Town of Sumner, MS has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at The Town of Sumner; 507 Walnut Street; Sumner, MS 38957-0397 and may be examined or copied weekdays 9:00 A.M. to 4:00 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to The Town of Sumner; 507 Walnut Street; Sumner, MS 38957-0397. All comments received by 4:00 P.M., October 31, 2025, will be considered by the Town of Sumner, MS prior to the submission of a request for the release of funds.
RELEASE OF FUNDS
The Town of Sumner, MS certifies to Mississippi Development Authority that Jackson Webb, IV in his capacity as Mayor of the Town of Sumner consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The Mississippi Development Authority’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Town of Sumner, MS to use HUD program funds.
OBJECTIONS TO THE RELEASE OF FUNDS
The Mississippi Development Authority will accept objections to its release of funds and the Town of Sumner, MS certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Town of Sumner; (b) the Town of Sumner has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by Mississippi Development Authority; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Attention: Lisa Maxwell at Mississippi Development Authority, Community Services Division, Post Office Box 849, Jackson, Mississippi, 39205-0849. REQUEST FOR SEALED, COMPETITIVE PROPOSALS
FOR ONE (1) FORD E-350 GAS, CUT-AWAY VAN CAB, DUAL REAR WHEEL, TWO WHEEL DRIVE CHASSIS AND A REMOUNT OF ONE (1) TYPE III BOX TO SAID CHASSIS EMERGENCY MEDICAL VEHICLE
The Board of Supervisors of Tallahatchie County, Mississippi, will accept sealed, competitive bids for the purchase, and/or lease purchase of one (1) Ford E-350 Gas, Cut-Away Van Cab, and remount of one (1) Type III box to said chassis, until the hour of 10:00 a.m. on Tuesday, November 4, 2025 at the Office of the Chancery Clerk of Tallahatchie County, Mississippi, in Charleston, Mississippi and said sealed, competitive proposals will be opened shortly thereafter on Tuesday, November 4, 2025 at the Tallahatchie County Courthouse in Charleston, Mississippi.
Specifications are available for inspection and copying at the Office of the Chancery Clerk of Tallahatchie County, Mississippi, at the Tallahatchie County Courthouse in Charleston, Mississippi. Any reference is said specifications as to name, brand, make, or model is for purposes of establishing minimum requirements only. Any similar make or model generally accepted in the industry as equivalent will be considered. The County reserves the right to amend the specifications upon reasonable notice to all who have examined the specifications or requested copies from the Clerk.

Following receipt of said proposals, the Board of Supervisors of Tallahatchie County, Mississippi will notify proposers, whose proposals meet the specifications advertised herein, with the date and time for the REVERSE AUCTION. 10. It shall be incumbent upon each bidder to understand the specifications on the bid form and to obtain clarification when necessary. It is not the intent of the specifications to limit the bidding process to any make or manufacturer, but to fill a specific need and to perform a specific task.
11. The board of Supervisors of Tallahatchie County, Mississippi reserves the right to determine which is the lowest and best bid and to accept or reject any or all bids based on that determination.
